Selection of Foreign Citizens for EducationUnder the Quota Provided by the Russian Ministry of Education
In accordance with international treaties of the Russian Federation and Federal Law No. 273-FZ "On Education in the Russian Federation," dated December 29, 2012, foreign citizens and stateless persons have the right to receive higher education and apply for full-tuition scholarships provided through the Russian government scholarships (Quotas) established by the Government Resolution No. 891 "On Educational Quota for Foreign Citizens and Stateless Persons in the Russian Federation," dated October 8, 2013.
The procedure for the selection of foreign citizens and stateless persons for education in the Russian Federation within the quota, as well as the requirements imposed on them, is determined by the Directive of the Russian Ministry of Education No. 844 titled "On the Approval of the Procedure for the Selection of Foreign Citizens and Stateless Persons for Education within the quota established by the Government of the Russian Federation for the Education of Foreign Citizens and Stateless Persons in the Russian Federation” dated July 28, 2014.
How to Apply?
· apply at the Embassy of the Russian Federation in your country;
· register on the russia.study portal;
· fill in the form and submit a scanned copy of your passport;
· send the application for verification.
Stage 1. Entrance Exams
· through the russia.study portal, receive details on where and when the entrance exams will be held;
· take the entrance exams;
· await a notification of being included in the list of candidates for education*;
· create a profile on the russia.study portal and submit it for verification;
· await a notification confirming that your documents have been accepted.
*Following the results of the entrance exams:
- successful candidates are chosen for admission to an educational institution to pursue Bachelor's, Master's, or Postgraduate degrees in the respective selection year.
- if a candidate's proficiency in the Russian language is insufficient for mastering educational programmes in Russian, they are directed to the Preparatory Department.
Stage 2. Candidate Selection by an Educational Institution
· await a notification confirming your application for education from the educational institution;
· submit the required documents for entry into the Russian Federation and arrive for your studies.
