The purpose of the program is a development of activities of Primary trade-union organization of teachers and employees of ULGPU in protection of social and economic and other rights and privileges of the workers established by the legislation of the Russian Federation and regulatory legal acts of higher education institution in case of government relations by local government bodies, administration of higher education institution, public and other organizations on the basis of increasing the ability of divisions of all levels of structure of the Trade-union organization adequately and to react quickly to social and economic, substantial and structural changes in the social sphere and to ensure effective specific results of activities.
The main problems in the sphere of strategy implementation of primary trade-union organization of teachers and employees of ULGPU of protection of social and economic and other rights of workers:
- insufficient level of social and legal security of workers, including providing workers with social privileges;
- insufficient financial and economic providing educational institutions on implementation and creation of necessary conditions for training of workers, improvement of conditions of domestic providing, the organization of health improvement, life and leisure of workers.
The main problems in the sphere of inner-union development are follow:
1. Insufficiently objective efficiency evaluation of functioning of trade-union structure in modern conditions;
2. Imperfection of forms and methods of management of structural divisions of primary trade-union organization of teachers and employees of to ULSPU, insufficient system information monitoring and control of each level of structure of accomplishment of the made decisions;
3. Insufficiently objective efficiency evaluation of personnel policy of Trade-union employee organization of ULSPU connected with insufficient work with structural links of the organization (trade union member, trade union organizer), weak union organizers informing on main objectives and tasks of the Trade Union, increase in their competences of the sphere of trade-union movement;
4. Insufficient level of professionalism of a trade-union asset;
5. Inefficient information work in the trade unions as a whole, including the lack of a modern automated account of trade union membership, negatively impact on the effectiveness, accuracy and transparency of financial processes of trade union activities, the results of monitoring socio-economic situation of union members, its qualitative and quantitative composition.
The main objectives in activity of the Trade-union organization of workers of ULSPU:
· Enhancement of trade-union activities for protection of the rights and interests of workers in the field of providing with social privileges, preserving the operating social privileges and guarantees of workers;
· Increase in efficiency of functioning of trade-union structure, enhancement of the principles, methods and controling mechanisms of workers of ULSPU by the Trade-union organization;
· Preserving and strengthening of organizational unity of the organization at all levels of its structure;
· Increase in motivation of trade-union membership;
· Development of a cooperation within trade-union movement and studying of experience of activities of related trade unions for implementation in practice of trade-union work.
The main activities in the field of providing social privileges, guarantees and social protection of workers are:
· assistance to preserving the operating social privileges and guarantees of workers of ULGPU;
· participation in enhancement of system of social and economic and legal protection and support of workers, including: in the solution of a question of step-by-step incensement in legislatively established size of the salary of scientific and pedagogical workers;
· creation of a system of targeted social assistance to the poor and needy workers and assistance in its implementation;
· development and deployment of effective system of legal and advisory support of workers;
· assistance of effective implementation of the legislation of the Russian Federation concerning workers from needy and socially unprotected categories;
· Effective organization of rest, health improvement of workers.
The main activity on development and improvement of system of social partnership is the improvement of the structure of social partnership in the structure of the organization, including:
· improvement of the structure, functioning and management of the system of social partnership taking into account the differentiation of competence at the level of trade-union bureaus of faculties, interaction with dean's offices and departments of ULSPU;
· increase in efficiency of social partnership for the purpose of strengthening of protection of the social rights and interests of workers, including creation of conditions for constructive partnership of group of workers and administration of the university and all structural divisions of higher education institution;
· formation of social dialogue in all structures of the trade-union organization of workers of ULSPU with administration of university, dean's offices of faculties, councils of faculties.
For realization of the specified purposes and tasks primary trade-union organization of teachers and employees of ULSPU defines the following main priorities of activity for 2014-2019 in the field of enhancement of an organizational structure and content of activities of Trade-union organization:
· improvement of the system of distribution of powers at different levels of the trade union structure of employees ULSPU, allowing us to achieve the implementation of decisions and monitor their implementation;
· forming of optimum structure of the permanent commissions and structural divisions of trade-union committee, for the organization and coordination of work on the most complex tasks and projects of trade-union activities;
· improvement of analytical and predictive activity, carrying out sociological researches, including joint with social partners, monitorings on socially important and most important problems of ensuring protection of the social rights and interests of workers, and also concerning inner-union activity;
· formation of an effective human resources policy of Trade-union organization of ULSPU, providing for the organization of work on the creation and strengthening of personnel reserve, through the implementation of the system of training trade union activists;
· organization of an election system of labor union organizers of groups, efficiency evaluation of their activities;
· the development of training systems and advanced training of trade union personnel and assets;
· study and modification of the main documents regulating activity of trade-union bureaus of faculties and permanent commissions of trade-union committee of workers;
· Gradual implementation in practice of the elements of the automated account of trade union membership.
In the field of improvement of financial policy:
· development of actions for strengthening of financial independence of ULSPU;
· systematization and improvement of auditing work.
In the field of increase in motivation of trade-union membership:
· the formation of motivation on union membership program;
· exploration and development of motivational techniques, including those aimed at improving the professionalism of trade union staff;
· strengthening explanatory work on trade union activities, its elected trade union bodies for the protection of the interests of union members by enhancing the role of trade union meetings, the work of the standing committees, timely information to union members about the decisions taken and their implementation.
In the field of information support of trade union activities:
· development and improvement of the structure and content of the web - site section Trade Union Organization ULSPU to create a single information space;
· enhancement of system of work on informing members of Trade union on activities of primary trade-union organization of teachers and employees of ULSPU, normative documents of the organization, by means of the periodic reporting on results of activities through mass media (the Prizvaniye newspaper, the website on the Internet, via stands of primary trade-union organization of teachers and employees of ULSPU), and also through trade-union bureaus of faculties, the permanent commissions and structural divisions of trade-union committee of workers;
· organization of periodic information activities in the field of legal issues relating to workers, through the holding of public seminars, round tables, meetings of union members and the chairman, to improve legal literacy;
In the field of expansion and improvement of forms and methods of work primary trade-union organization of teachers and employees of ULSPU
· creation of system of all-organizational and joint projects of social partners in forming and development of social dialogue;
· creation of new activities in structure of Trade-union employee organization of ULGPU of I. N. Ulyanov;
· ensuring development and strengthening of movement of corporate mutual assistance in ULGPU of I. N. Ulyanov;
· support and development of forms of trade-union self-government, including in the field of labor protection and law and order, forming of positive image in the organization.
In the field of development of an interuniversity cooperation within trade-union movement:
· continuation of an active cooperation with Trade-union employee organizations of higher education institutions of the Ulyanovsk region on consideration of specific problems;
representation and protection of interests of members of Trade union at the level of Ulyanovsk and the Ulyanovsk region through Association of trade-union employee organizations of higher education institutions of Ulyanovsk;
